The York County Sheriff's Office says the accidental discharge of his .40 caliber Glock 22 is "puzzling", and calls it "an abnormal event".

There is nothing puzzling about negligence.

1) Gun was in the holster
2) Gun was a Glock 22

That gun should not have been able to go off unless someone seriously screwed with the internal mechanics.  I have to suspect that either a finger was in the trigger (or it was pressed by some other means), or the cop tried to modify his gun, and screwed it up.  There are not many guns that can fire a round without the trigger being pulled.

I am well aware there is more to clean than the inside of the barrel. I'm just commenting on the impossibility of discharging a gun while actually cleaning it.

It's impossible to accidentally discharge a firearm. It's 100% possible to negligently discharge a firearm.

And another thing; it's impossible to discharge a firearm while cleaning it. Even the most slipshod cleaning methods require the slide to be open or cylinder removed.
