For all you 'detectives' out there commenting on the poor guy with the neck brace.
He was arrested for driving on a suspended license. In all likelihood, that arrest occurred following a traffic accident.
Anybody that has ever provided emergency medical services to patients 'in custody' can tell you that following any trauma like a MVA, they must first be taken to hospital before being taken to lock-up. Even if they initially refused any treatment at the time of the accident and later complained of neck or back pain, particularly any point of contact pain involving C1-C2 cervical vertebrae, they are immediately taken for  medical evaluation. A cervical fracture or subluxation is generally ruled out with a CT Scan.
Even if the CT results are read as 'negative', if there is any alcohol involved (where patient might not be able to fully evaluate pain changes with range of motion because of ETOH intoxication) OR if the patient continues to complain of neck pain even though medical examination and radiologic studies have medically 'cleared' him fit for jail -- a cervical collar would remain in place. Often in trauma, these collars are initiated by EMS and first responder units. After over 20 years of emergency trauma nursing in the inner city, I've seen this exact scenario more times than I care to remember.

On the subject of LEO's, I've met hundreds of nice ones and dozens of dickheads. I'm opposed to illegal search and seizure and the increased militarization of local police units.... But we can discuss that at another time.

Lets just let anyone with a visible pre-existing injury go, right?

Before we go cutting the neck brace guy a break, do you know how many suspensions he had? Do you know how he behaved when stopped? Was he cooperative and forthcoming about his suspensions? Did he have verifiable address? Does the jurisdiction require an arrest of any person stopped with a suspended license? My department requires arrest and transport to jail of anyone with 3 or more suspensions and on top of that they need a valid ID, if they don't meet the criteria, they go to jail.

Having an injury or disability doesn't exempt you from following the law as every one else does.

Their whole entire job involves trying to justify throwing people in jail.

The only way the would cut him a break is if he was a cop, too.
