The most prevalent theory is that Xavier's back injury is psychosomatic.  Meaning it's all in his head.

Another theory is that Xavier is pretending to be handicapped to try and get his opponents to see him as weaker than he actually is.

Of course, that theory also goes along with the theory that Xavier and Magneto have been playing a 'good mutant/bad mutant' routine for the last 60 years...

He returns to his human form in the early days of the X-Factor series, when the original 5 re-team after Jean Grey returns from the dead after the Phoenix Saga. The problem was that the serum that returned him to his human form didn't work right and he began loosing his intelligence as time went on.

IIRC, (not a comic book guy), but one issue I had as a kid showed Xavier went to that Antarctic Lost World place that zaps mutants' powers. With his mutation neutralized, the Professor could walk while there.
