If it were an urn that would be one thing. I don't know what the consistency of human ashes is but I'm thinking it was dark and all they knew was that it was a bag of powder that didn't make their gums numb. I wouldn't have assumed, "Oh, this must be a pouch of human ashes."
I've never heard of ashes in a pouch.
