I think about the illegal spying, wiretaps, and no-knock warrants that the government does and it gets my ire up. But then I'm also barraged by stories about scum like this doing things like this and I have to pause and wonder, "Perhaps we actually deserve it."

It sounds like she was using the credit cards to add money to his account.  The cops probably became suspicious when they noticed each deposit into his account came from a different credit card number.

The cops don't actually process the credit cards. It's a for-profit business (surprise!) called JPay that is like Western Union. They charge a fee and handle the money, which lets the jails get down to the important business of fully consuming that money without having liability.
