We've had a large immigration of East Indians into Canada over the past 10 years. I was at the beach the other day, and there was this East Indian woman washing out her kids diaper in the surf at Centennial beach in Barrie.
It's hard to be tolerant.

Paper and other mostly-cellulose products (newspaper, advertising, paper towels, disposable diapers, mail) and various forms of containers are a lot of it.

But there's also a tremendous issue of scale.  Other than the few mega-cities of antiquity (Rome, London, Delhi, Peking, etc), there were no places that were both dense and big.  500 people in a castle+surrounding village fed their apple cores to the pigs and swept the manure and straw into the river (or burned it every year).  2 million people in Manhattan couldn't do that, even if they had no packaging and no paper at all.

Actually, when I was working for the Syfy channel a long while ago we got a pitch for a Survivor-type show where contestants were flown to an exotic location, blindfolded, and dumped on a huge landfill full of trash heaps and told to survive on nothing but the trash. They basically had to build shelter, find clothing and (I hope this was fake) find food in the garbage they were living in. Last one to remain wins.

It was rejected since the execs thought it was much too disgusting for American television....

Washing your kids sh*tty diaper out in the water where everyone else swims is disgusting and anti-social.
