Since we're talking about Elections already ... I want to put forward my comprehensive election reform bill:

1.  Funding Time Frame Limits - 
Nobody gets to form any kind of precursor/exploratory committee or start accepting money to run from ANYONE until Jan 1 of the year in which the election is to be held.
UNLIMITED donation quantities permitted.
No private donations - all donations must have names (and SSNs) released to the FEC.
Corporations don't get to play, unless they release all their shareholders, donors, officers and employees.
Donation money must be disclosed on a weekly basis, on a day that is not friday, saturday or sunday.
No donations can be made in the last two weeks of an election.
2. Advertizing: 
All public airwaive licenced channels must provide 5 minutes of ads per candidate, per day, for free between 4pm and 10pm.
No distinction will be made between 'issue ads' or 'party ads'. Advertisements that disparage one candidate will count as 'donations' to all the other candidates in proprotion of support. Therefore, in order to do so, you must release names as above.
Election materials (signs, banners, etc) shall not be placed on public property or private property without the consent of the owner, except by appropriate lessees. Such ticketed cost of such infractions will be ascribed to the candidate promoted.
All Election materials SHALL COME DOWN the day before the election. No Advertisements are premitted on the day before and the day of the election.
3. Access :
  All residences with enrolled voters shall receive a letter with the location of their polling place in January of the election year. Residences with no enrolled voters shall receive a letter saying so in every reasonable language for that location, as well as with a phone number or flyer indicating how they can register.
  No law shall be enacted, except a year or further before, that changes polling locations, voter qualifications, or district boundaries.
  Voting shall should be compact, with a limit to the perimiter to area ratio.
  Voting districts should be determined in no case by elected partisans, but by appointed members of local institutions.
  Election day, and the day before it shall be a holiday, with no person required to work more than 3 hours, or attend any worksite more than 3 hours from their place of abode.
  Voters may submit their vote to the county election board up to forty-five days in advance by certified mail w/ receipt
 
4.Qualifications :
 In every state, candidates for federal elective offices must take the state's standardized test for high school graduation before they can get on the ballot ( Grandfather in people who actually graduated high school in the state in which they're running.)  These results must be published exactly one week before the primary in the state.
5. Timing:
   In every state, All parties shall hold their elections on the same day as all other parties.  All  citizens shall be entitled to cast a vote for any candidate, with total results released to the media, and parties accepting votes based on party affiliation (or lack thereof)
   Elections shall begin on February 1, and be held every two days (excepting saturdays and sundays)
   The Method of primary (election or caucus) shall be determined by the members of the party in each state
   Excepting Iowa then Vermont , The order of elections shall be determined by lot.
   Primary votes shall be in proprtion to each candidate's support within the state.
6. Manner
   Elections for President, Vice president, Representatives and Senators shall be determined using what is called the 'alternative vote', where voters may rank their preferred candidate, then their next preferred candidate, and so on.
