Issa's fundamental evil derives from the fact that he cannot claim a mental illness defence for his disgusting behavior like Bachmann or Gohmert might be able to. He's a bright guy who knows exactly what he is doing - a moral bankrupt.

You've got to admit, the guy's good. How many people could face charges that many times and wiggle away almost completely unscathed? It pains me to admit it, but I admire his skills. As someone who's done some criminal defense work, I wish all of my clients were that good.

So like so many conservative crazies, he's projecting - in this case, his own ability to escape the consequences of his crimes onto others. Makes sense.

You can't impeach members of the House of Representatives.  However, they may be expelled from their seat with the concurrence of 2/3 of the members of the House.  US Constitution, Article I, Section 5.
