You don't really have great control over two samurai swords at the same time. Better to use one properly than two poorly.

Well, the penalty is only -2 to hit with your primary weapon and -4 with your offhand weapon.  Those penalties can be negated through a combination of high Strength, high Dexterity, specialization, two-weapon fighting style, and/or taking the ambidextrous non-weapon proficiency.

I've played Yagyu Jubei enough times in Samurai Shodown to flat out know that you're wrong.  Although Ukyo is way cooler.

Got lighter each edition..

1e: Dagger/Hand axe only, -2/-4 penalty, offset by dexterity
2e: "Must be smaller than main weapon", -2/4 penalty, offset by dexterity
2.5e: Anything with ambidexterity
3e: "Something typically over complex"
4e: Haven't the slightest idea
