I don't know about the funniest number over all, but I would argue that 27 is one of the funnier "small" numbers. Twenty seven is the first whole number that has four syllables, which allows you to stretch it out to ridiculous lengths when speaking.

shell oil is kind of disturbing.  their marketing must have been that insidious. but for me 6045508 (upside down) was one of the calculator funnies we did in the early 80s, beyond the boobies, hell, etc.
