Look, I've played in, and even ran, a lot of LARP type games. If minors are involved, you need to be supervising them, closely. Accidents will, of course, happen. I had my cheekbone crushed when I deflected a strike from a 300 lb man incorrectly and turned what should have been a nice bodyshot with a boffing club into a faceshot. But when it's minors, they should never be left fully unsupervised IC. Things get out of hand too quick. Playing combat and betrayal gets passionate real quick and youngsters are not, on average, noted for their impulse control. Grabbing flags can turn into fighting over flags too quick to not have adult eyes on all of their little heads. Do not follow players, have them come to you. Plan in advance to have monitors posted where they can see everything in their region in communication with both a central hub and their neighboring monitors. Actual violence is immediate disqualification. Only operating within the rules of the game can one win.

But, you know, i would totally play an adult version of this

Education programs for Hitler Youth practiced exactly the same kinds of simulated killing games. The point was to get them to see death, and murder, as normal, acceptable and even desirable parts of daily life. Today, Hamas and other terrorist political groups do the same.

Kids today must really be farking stupid, or better yet the adults just assume they are. As kids, we used to play war type games with our cap guns and water pistols, yet we knew full well that we were "pretend" killing. We may not have had video games, but we had everyone from John Wayne to Elmer Fudd killing everything on the TV screen as we watched. If you don't know how to explain the difference to your kids, then you have failed as a parent, or in this case, a camp counselor.

Let me see if I understand the situation.  The camp had planned to wrap up the week with a Hunger Games themed contest and they're shocked (SHOCKED!) that the kids have warped their idea into some sort of faux-violence experience?  Really?  That can't be right.  Nobody's that stupid.

I guess I really am the only parent in America who heard kids talking about Hunger Games, googled the series, and said "taking kids to see that is twelve kinds of farked up".

/I mean, what if a sword got caught in a loser's shirt when the winner was pulling it out, and the kids got a glimpse of a boobie?

Well, not actual death, but put some MILES gear on them and see what happens.  Need some rules for things like bungee pits, snares, nets deadfalls and other traps.
