It's basically the only alcohol that names the place where it's from. It's as if tequila was called mexiquila, and he still screwed it up.

Well, there's a lot of wines that are named after the region they're from (mostly French wines, I think).  Also, cognac.

First, your math is wrong. 0.15mg/l is 0.00015% BAC by volume.
Second, UPI's fact checking sucks; It's supposed to say 0.25g/dl and 0.15g/dl.

You are indeed correct, I blew that one. Now, if I believe what wikipedia tells me, the g/dl number and the %BAC number are roughly the same. Wow. I'm pretty sure I wouldn't be vertical with a BAC of 0.25%

In fact, most of the peripheral Eurozone are clamping down on drunkenness.

It's because they hate the Germans (and OK the Dutch and Austrians and Finns) for destroying their economies. So they're passing laws to take away the fun of all the German tourists, who are the REAL drunken vomit-happy public-urinating assholes of the Mediterranean.

So basically the law means "you Germans can all get drunk and puke in the cold windswept wastes of your homeland from now on."

OK, going to thinkspain.com, I find that they're talking about breath alcohol content (in mg/L units). So 0.15 mg/L of breath alcohol corresponds to about 0.031 g/dL BAC, and 0.25 mg/L BrAC corresponds to 0.053 g/dL BAC. These are pretty typical for the European viewpoint.

Welp, good luck enforcing that during Las Fallas!  I think there wasn't a single sober person in the streets that night (except myself - stupid antibiotics)
