there's a big fight about keeping that hospital open, and I'd wager that they kinda just "let him go" to speed up the closure process.

While technically sharing the same land mass, the term "Long Island" in the NYC area, specifically refers to Nassau, and Suffolk counties.  Which are, in fact, parts of hell.

So was the address he had on him originally correct even though nobody there claimed him?
Maybe they were afraid of immigration issues.... perhaps asking a neighbor would have worked.

I've lived in Suffolk, Nassau, and Queens.  There are a few bright spots - just a few - in all three counties, but using the word you used, "technically", they are all part of Long Island, along with Brooklyn.
