It looks like a round-ish dune that is slightly more elevated than its surroundings, but what do I know, I'm not the "Agora Cosmopolitan".

Yeah, this is a perennial sort of thing that you hear about often enough.  When I was a kid, there was a book I found in the library titled "Somebody Else Is On The Moon".   You can read it here.  The author took pictures from the Apollo missions and apparently saw artificial structures in natural formations and film flaws.

It's all bunk, of course, but fun to read.

It can only be seen when a ship is refueling, otherwise it is already invisible because alien technology.  The only time ships refuel is when the moon isnt visible to us in America.  The other countries in the world don't care because they're in on it so they don't report it.

It appears to be less like an object on the moon and more like an effect on the film to me. The object does not seem to match the gray color scale of the rest of the photo.

Lightning, which is as close as you might get, looks nothing like the photo.

But, hey, Hollywood has produced some FX for 'energy generation/transfer' that looks kinda like that, so it must be the same thing.

Humans are pattern loving creatures. We look for patterns everywhere, and often see them where they don't actually exist.

One of my teachers passed out black and white photos of a forest and told us, "Find as many faces as you can." All of us found faces in the trees and undergrowth. Turns out it was just a photo of a forest. Our teacher told us that it was a lesson in the dangers of preconceived expectations. Every class that she had ever done this exercise with had also found multiple faces in the picture.

The film artifact theory is always worth considering, but to me it looks like either 1) a comet passing over a very narrow ridge lit by sunlight or 2) an out-gassing (or perhaps an impact) near a ridge lit by sunlight. I have no idea what the video shows. Didn't bother to look.

Power plant? Not likely. How you get an artificial object and a specific object at that out of the image I don't know. Power plant? A power plant is a big box with some sort of machinery in it, at the limit, some sort of bio-fuel apparatus. How do you tell a building is an alien power plant?

HOW THE FARK CAN YOU TELL ANYTHING IS A POWER PLANT FROM HERE TO THE MOON?

Most of the nutters who find things on the Moon have terrific imaginations  when it comes to the size and shapes and purposes of supposed alien technologies (one classic is shaped like a claw hammer head, but presumably larger than most urban buildings).

An out-gassing would be really interesting. Since the 1800s, scientists have spotted anomalies on the Moon's surface--lights in the dark of craters or the night side of the Moon near the terminator line. This is not impossible. It would be relatively new and unproven, thus interesting. Impacts can also send up jets of dust and rock, which when lit by the sun will show up against the darkness below. This is not impossible.

But the things that people see in clouds don't convince. Perhaps they are not impossible but they are distinctly and massively improbable and silly.

I think any electro-magnetic phenomenon on the Moon (such as a lightning storm) is unlikely. No air to charge the charge, no humidity, scarcely any dust moving above the surface except when an impact occurs.

Whenever you see anything fuzzy or vague or weird on film, you have to eliminate film artifacts first. I can't do that. So I won't criticize those who propose this solution. But if there is a real phenomenon there, I'd go with asteroid or comet, then outgassing, then something less well known or new.

Fuzzy dots do not convince, they prove nothing. And neither does the bizarre imaginings of people who see giant alien technology in every anomaly on a digital photograph taken light seconds or light hours away.

I always say that a naturalistic explanation, even without any evidence, is always better than a supernatural or super-improbable one.

For example, UFO True Believers will sometimes admit that 99% of UFO sightings have natural or man-made explanations but then claim the 1% proves that there is something to their theories. No, if 99% of  fully documented UFO sightings are explicable without reference to an improbable explanation, then 99% of the unexplained and improperly documented sightings are explicable in the same way, even though we don't have any evidence because of human error and fallibility and other factors. And of the remaining 0.0001 percent, I still think most are not new phenomenon or at least not alien craft.

I can't prove this, nor can I disprove this. This is not evidence against UFOs but it is not evidence for UFOs. In fact, it is only a slim opening for something new, but not necessarily something artificial.

All in all, there is precious little evidence that aliens could or would visit us. We have no idea how they think even if we think they might exist. I hate latex-rubber faced humans posing as aliens. They aren't alien enough, they are humans in alien drag.

You beg the question or else commit the appeal to ignorance fallacy when you try to turn a slim crack between the door and the wall into a superhighway to your pet theory or quasi-religious conviction.

There's nothing but fuzzy dots and probable camera or film artifacts to be seen. All the clear photos of UFOs are fakes and all the non-fake photos of alleged UFOs are not clear.

GIVE ME A CLEAR, UNFAKED PHOTO THAT CLEARLY SHOWS AN ALIEN OR ALIEN ARTIFACT INEXPLICABLE BY HUMAN TECHNOLOGY OR ART.

Shoot a Bigfoot and drag it's carcass to your half ton truck. That is proof.

Far from covering up, the media will beat a path to your door. You will be famous and scientists will be knocking each other done to examine a hair of the beast. The EPA and other government agencies will have to respond with studies to determine whether massive areas of the country will have to be set aside as wildlife reserve for the new hominid. It is too important to cover up or to allow extinction to take it from us before we learn all we can about humans and evolution from it.

Nothing short of DNA is proof of Bigfoot's existence. Nothing. Not even tracks or nests. Bears leave tracks and might nest down in ground cover.

DNA is the one thing that is currently impossible to fake without major resources.

For UFO's an alien, an artifact, or a very clear, unfaked photo is the minimum ticket of admittance into the science fact zone. Even sighting an alien civilization would not prove they can get here. We would have to be able to communicate precise technical information before we could confirm their space travel capabilities.

The thought patterns of idiots like the guy who made this video are always fun to observe.

Notice that one second he is speculating that it is a power plant and the very next sentence he has accepted that assumption and is now trying to solve the mystery of "what does it power".

This "moving on to the next logical question" is a technique to give legitimacy to the initial unsupported assumption. If everyone is speculating on what the power plant is used for then they are already implicitly accepting that it is a power plant.

So transparent yet people consciously and unconsciously do it all the time.

I'm not a film expert, but the 'power plant' portion of the pictures appears to be much more detailed and less grainy than the rest of the picture, as if a higher resolution image was superimposed over a lower resolution background. I'd go bug one of the guys in the film lab to take a look but they threatened to perforate my eyelids the next time I bothered them.

There has been one story floating around for a few years, about how the later Apollo missions found a derelict ship on the moon, complete with mummified occupants.  Fun to read, but believable?  I'm inclined to say NO.
