They never actually "shut down" the Federal government. They make a big stink, send some bureaucrats home for a while and Congress sits empty.

Are they going to suspend resupply to all military bases around the world? Nope.
Are they going to stop sending out Social Security? Nope
Are they going to suspend Medicare? Nope.
Will the mail be shut down? Nope.
Will the FBI and CIA have to stop all investigations? Nope.

Why? Because they don't actually have the f*cking balls to do it.

We're all pretty freaking aware of how the "repeal" plan is going (gangbusters in the house, nowhere in the real world) but what about the "replace?"

All this talk of repeal without a replacement or modification just ignores the fact that Obamacare was put in place to address a train-wreck of a healthcare funding system.  Before 2008, the leading reason for bankruptcy was medical bills.  Tens of millions of Americans had no coverage and were either foregoing care or squatting on the paying customers via ERs... and there was the very real practice of dumping people into the "uninsured" pile if they actually got sick.

So where's the replacement for Obamacare?  The "Do nothing and pretend everything was fine like the idiots are shouting at us in Town Halls even though they're on goddamn Medicare anyway" act of 2009/10/11/12/13... isn't cutting it.

I don't understand why every Democratic party member and media outlet isn't pounding on this issue.

Between voter disenfranchisement bills and outright rigging the game with gerrymandered districts the Republicans are maintaining power against the popular will of the people, and using that power to keep the Obama administration from doing anything useful.

There should be a huge national push to have districts redrawn based on geography or population alone.

For the Republicans it's just trying to establish another wedge issue since wedge politics is all they're good at. For the people bankrolling these campaigns, on the other hand, it's part of the long-term push to move the Overton window right. The Democrats are now standing strong on late-90s Republican policies and the Republicans have moved into wackyland. The next step is to have Dems standing strong on the  current Republican policies - and getting lauded as "sensible centrists" for it - and the Republicans, probably out of power and favor but still a functional party, having turned into actual, literal Nazis.

That the Tea Party types think they can win this fight is ridiculous. Honestly though, I don't think Paul, Cruz, or Rubio even thinks they can win. No, they're all gearing up to sell themselves as the "true conservative" candidate in 2016 who fought to the last breath to stop the RINOs from funding Obamacare (or at least want to avoid the attack ad if they are "RINO" enough to vote for a continuing resolution.)

If you are conservative, Ramesh Ponnuru has  this article that points out why in his mind it will fail:

First, Republicans are less popular than the Democrats and thus all else equal will lose partisan finger-pointing contests. Second, the executive has natural advantages over a group of legislators in a crisis atmosphere. Third, people will be naturally inclined to assume that the more anti-government party must be responsible. Fourth, some Republicans will say that government shutdowns or defaults are just what the country needs, and those quotes will affect the image of all Republicans. And fifth, the news media will surely side with the Democrats.
