Yes, but them was the olde dayes. Private corporations taking over public facilities are now the rage, especially since the Coke Party (previously against such things) have learned from the Pepsi Party that private companies are much better shielded from things like the press and those snooping reporters.

So much easier to hide the nepotism, the cronyism, and the graft - not to mention being able to hide the fact that the numbers in the annual report just don't add up.

It's a modern miracle!

It's city and state mismanagement. The port is run by the Illinois International Port District, which has nine board members. Five are picked by the city, and four by the state. Any project with a board heavily influenced by both the City of Chicago and State of Illinois is almost certain to lose money, even such big potential money makers as the Port of Chicago and McCormick Place+Navy Pier.

The city is in tough financially but its not nearly as bad as people are making it out to be. Some fat needs trimmed but the economy of the city and surrounding area is diversified enough to survive. Also don't forget the major tech project running through this area with a MASSIVE amount of dark fiber being available. We'll be having lots of tech firms and people who need bandwidth breaking down the door soon here.

It really depends how much corruption. Do a good job otherwise, and people won't get outraged if they set their own "tip." Getting into a situation with billions in unfunded pension liabilities might have been perfectly legal, but it's a lot worse than having a few ghost workers.

In Massachusetts the Port Authority was a major dispenser of patronage jobs. MassPort used to own the Tobin Bridge so they could collect tolls to fund patronage jobs. But not all the money was wasted. See "massport booze cruise."
