Oooh those are groovy cloud formations.  You usually only see them by mountains, which have an airflow that helps the titty clouds.

If you like clouds and cloudspotting as much as I do and want to learn more about clouds I recommend

I don't know why these make news. I saw all kinds of clouds in Arizona, different shapes, different colors. They never made it on the national news, we 'Ooooh' and 'Aaaah' and go on about our business.
