He's American.  It's almost impossible for Americans (or anyone not carrying a UK or EU passport) to get work on TV in the UK, especially on the BBC

And to answer the next couple of questions: Gillian Anderson and John Barrowman both have dual citizenship, and Downton Abbey is a US/UK coproduction.

Did I miss some very important news? I didn't hear anything about the twelfth Doctor being announced. If you're talking about John Hurt I doubt he's supposed to be the twelfth.

People will biatch about pretty much anything.  There isn't enough science being introduced to young people!  There's too much science being introduced to young people!  The science being introduced to young people isn't sciencey enough for me, boo!!!  The moral of this story is that people suck.
