Campus police should never be the ones handling felony investigations.  I had a friend who was railroaded from a public university because his ex-girlfriend wandered into his room drunk off her ass one night and slept with him.  Then her friends banged down the door and convinced her that she had been raped even though she remembered nothing of the night.  No criminal charges were brought but he was told that he would be brought before an honor code hearing where he could not put on any witnesses nor cross examine his ex-girlfriend.  If his case had been referred to the local cops, they would have never brought charges.  Instead, he was stripped of his scholarship, kicked out of school, and forced to enlist in the Air Force so that he could actually make a living.

What if this woman met the guy, got drunk with him, then took him back to her home and started making out, which escalated to 2nd base, 3rd base, and finally penetration.  Then, after a bit of the ol' in-and-out, she decides that she shouldn't be sleeping with someone she doesn't know and says stop.  He immediately stops.

Is that rape?  At the moment she decided to not be a willing participant, he quit.

Again, just playing Devil's advocate and not saying that this is what happened here, but he didn't force or coerce her.  He stopped when she said stop.  Penetration happened, but the penetration that did was consenual at the time.

Came here to say this. The sad thing is many schools convince students that they have to come to the campus police to report anything that happens on campus, which is not true.
