That's actually not stupid.

You take people who are marginal to begin with, on the edge between improving themselves and not doing shiat with their lives.  You give them a job with a real risk and a real adrenaline rush.  They get to go home at night feeling not only like they did something good for their community, but they took risks and took control of their own lives.
