You'd need to legally reside in Germany for, at least, seven years. And you'd need to speak German. I might be wrong, but I thought you'd have to renounce your current citizenship as well, except when you meet certain criteria that most people do not meet.

The Voice of Doom: Ah, the usual BS.IIRC, when they asked companies why they can't find suitable employees among all the unemployed, you find out that over half of them say that they can't find a lot of skilled engineers with tons of experience for the 30,000/year salary they're offering. They aren't looking for skilled people, they're looking for cheap skilled people.
Voiceofreason01: If you have technical skills(especially if you have an advanced degree) and you've ever thought you might like to move to Germany, now's probably a good time to start thinking about that.
