I think the heads over at Infowars just exploded. This is their wet dream.But the US Military tried this in the 1960s and 70s, IIRC, with Mercury salting of tropical storms and other methods of altering weather. They all failed miserably.

It isn't the CIA though that controls it so this is a double-bluff.
The weather we get is mainly a combination of accidental domino-effect clashes between fronts generated by Soviets operating out of Ghana, and the standard stuff that the ISS creates via reverse osmosis lasers, while we're all asleep obviously.

Sigh, if they were really interested reducing carbon dioxide in the atmosphere they could do something radical like PLANT SOME F-ING TREES!!! And try to reduce existing emissions and try to prevent the rampant deforestation in every part of the world. But that would be too simple and couldn't potentially used as a weapon.

It is the hubris of corporations and the US government believing that it can control everyone and everything on the planet via technology, including Mother Nature, that will be it's ultimate downfall. It's all about power and dollars nowadays and if a simple idea cannot be monetized it will not be considered.  Profits and the bottom line will be protected at all costs at the expense of the environment and, ultimately, civilization.

We can't even predict weather very well more than a day ahead. You can make it rain in a localized area, but at some expense. So the answer is no, not really. I'll only charge you half he money cuz I'm a good taxpayer and citizen. You're welcome.
