Just because there was a decline in the south doesn't mean that their rate is not still high. You could have actually read the article you lifted that graphic from:

"The CDC found that the lowest rates of teen births are in New Hampshire, Massachusetts, Connecticut and Vermont - which each have rates under 17 births per 1,000 teen girls - while Arkansas and Mississippi have the highest rates at about 50 per 1,000. Overall, the highest rates of teen births continue to be concentrated in the South. "

Checked the linked article, so the latest numbers are from 2011 and they are the lowest since the peak in 1991.  Still kinda useless information unless we can see the information from like the last 40 years.  Or the number change since the new sex ed laws were passed.  Of course, this is great news and useful sex ed is probably responsible, but write a slightly longer article and actually make your point.

When you were a teenager and you were presented with the opportunity to have sex (assuming such a thing happened) how long did you spend considering the current state of the welfare system?
