It's a stupid male-dominant grammar rule, but that's the way French is.
A group of 1000 women and one man would be referred to with male nouns/verbs.  Only if there are absolutely no men is it permissible to use a feminine noun/verb for the collective.

There's a rule for writing numbers too:  under 100, hyphenate, over 100, don't hyphenate.

I think the Academie Francaise changed it a while back, but I can't remember.

Quebec has a high drop-out rate, not because the kids are lazy, but because the language is SO HARD!

Surprisingly this is not uncommon. People from Quebec freely admit that they have problems with the grammar in their own written language.  I get emails in French a lot at work, and I can tell that the grammar isn't right.

Technically English follows that rule too... The difference is that we also have pronouns to describe neutral genders (they and it). But when you're referring you're referring to a group of men and women, for instance, it is grammatically correct to only say men (or boys for boys and girls).
