FTFY.

The real decline of whale population last century wasn't because of the Japanese.  It was illegal Soviet whaling.  They pretty consistently lied about the numbers of whales they caught, the size of the whales they caught, and the species (including taking protected species).

For example, they reported taking 3,651 Blue and Pygmy Blue Whales, when they actually took 13,035.  They reported taking 2,710 Humpbacks, and in reality they took a staggering 48,721.   Yes, they took 18 *TIMES* more Humpbacks than they reported.

All told, between 1946 and 1986, they reported taking a total of 185,768 whales of all species, and their actual catch was 338,336.

There's no reason why this whale couldn't hear at the same frequency as the other whales, though. Given that, he should be able to find other whales by their sound.

The the other whales, he'd just be that silent guy that follows them around.
