Yeah, because it's not like what the Military is doing now isn't expensive and inefficient.

I really can't see a problem with this in the least. Keeping Sexual Assault as a CoC matter is enabling commanders to maintain a coverup environment, and play favoritism with soldiers.

I think we'd have been happy not to claim that particular box of horrors.  Instead of just being polite, toque-wearing eh-sayers, we're now officially the country who allowed a panty-stealing homicidal maniac to fly the Queen's airplane.

Investigations of things beyond "He was late for PT" or "He lost something you're signed for, sir" need to be rooted outside the individual chain of command.  Commanders discretion is nice when you're handwaving away something stupid and minor that's only serving to distract from important things ("He was late!" "Don't care, he had to take his kid to the hospital." "He missed movement!" "That's nice, he had to take his kid to the hospital."), but isn't good when it's used to skip over serious issues ("I was raped!" "By him?  Come now.  He's a nice guy.  You sure you didn't just get drunk?" "...I, was, raped." "Nope, not investigating it, he's a model soldier, you're a dirt bag.").

This bill needs to happen.
