dnrta but given the car is parked, it may be that the owner is "living rough" - ie they live in their car, they have no home.  Make the bastard banks that got bailed out by your 'uncle sam' give mortgage interest relief to home owners who give a room to a homeless person.

This guy put one on this nice 1961 or 62 (I think) Corvair wagon, which looks pretty cool. You can see the pull string I mentioned hanging down, just inside the window. In the bottom pic, he's putting water into the cooler.

And how do they run these things off of a 12v system? No way there's enough amperage to power that thing. Is the generator sticking out the other window?

Non-electrical. They have a small hole you put the water into. There's a string near the vent area that you pull, to turn the tubular tube water pad inside. You have to soak it pretty good. Then you drive, air goes in thru the pads and into the car.

Like I said earlier, you have to be going pretty fast to feel the air. All your windows have to be up. It's OK for days that are 85° and you just want to cool off. I used to put ice water into mine, but it only goes so far. Especially when it's 100 degrees in the shade. The oldie Lowrider guys love them. When I had mine, I had people asking me if it was a mailbox, lol. Some people thought it was some WW2 car cannon.

It was fun for awhile. But IMO, It just looks too clunky on the side of something with beautiful lines of a 1940's vehicle. Tends to be distracting.

He should have just got one of these. Problem is, You have to fill them with water so the tubular pad gets wet, then you have to drive about 90 mph to really feel any cool air in your car.
