The key words are "can be".  I'm assuming that's the number when you assume maximum litter size and minimum sexual maturity and gestation periods.  In other words, it's completely ignoring environment and reality.

I'm bored at work so:
Apparently cats can have kittens at 6 months of age.
Rounding up, the average litter size is 5 kittens.
Gestation period is two months.
(Note: numbers approximate from a quick bingle.)

Ok now I can't remember how to math this, so I found this: http://haywood.freeshell.org/cgi/cat-population.php

Putting in 1 male, 1 female and tweaking everything for maximum output: 240942. That's a lot of farking cats, or rather, a lot of cat farking.

The weasel word "can" is important. 
Assuming two "crops" of six kittens per year, that Cat #1 is female and that males are available, and a 100% survival rate among the cats:

2013:  1 female gives birth to 12 kittens, 6 of them female.
2014:  7 females give birth to 84 kittens, 42 of them female.
2015:  49 females give birth to 588 kittens, 294 of them female.
2016:  343 females give birth to 4116 kittens, 2058 of them female
2017:  2058 females give birth to 24,708 kittens.

So, it would take four years and four months.

In practice, illness, an array of violent deaths that varies from place to place, Animal Control and pet-seeking humans will reduce these numbers.
