in the next week we'll see if Harry reid is more concerned about his own power or advancing the Democrats's most cherished agenda items.  The simple fact is, changing the fillibuster is the onlu way to get Obama's stalled nomiees at Gov't agencies and the courts confirmed.    If the GOP re-takes the senate in 2014 they'll all be voted down on a party-line vote any way.   So the idea that changing the filibuster holds risks for THE DEMOCRATS is not true.   What it holds a huge risk for is harry Reid's power as a potential minority leader, and I have no doubt he's willing to sacrifice dozens of lifetime appointments to the federal bench as well as a consumer friendly head of the CFPB on the altar of his own ambition

Actually it kind of makes sense.  Boxing can be absolutely vicious, but at the same time there are very strict rules about how you fight and what kind of hits you can give.  Reid was a pretty good political fighter within the normal rules of the Senate, but at some point the Republicans switched to MMA and he can't seem to grasp kicking people in the head.

The precedent of changing Senate rules by majority vote you mean? Hasn't that been done 18 different times since Jimmy Carter was president?

If they cared about the true intent of the filibuster, they would propose one of two deals:

1. Filibuster stays for an indefinite time, but no more secret holds or threats.  You must talk a la Rand Paul.
2. Filibuster stays as is but gets a time limit. First hold/filibuster threat you need 60 votes for a week. Then it drops to 55 for another week, then majority, so the longest you can hold up anything is two weeks.*  That should be enough time to get some Wendy Davis-type attention to whatever cause you're filibustering, esp in the age of Super PACs with unlimited ad dollars.

Situations like this should PROVE that there truly isn't some kind of colluding conspiracy between two parties who serve the same master. No person in that situation would agree to something like "Listen, in order to maintain the status quo, one side gets to look fiery and dominate the discussion, even when they're in the minority and no matter WHAT, you have to back down EVERY SINGLE TIME."

fark it, just make the Senate schedule a single thread process. You want to hold legislation to continue debate? Fine. Nothing else gets done until debate is completed and the bill is voted on. Godzilla has appeared off the coast of Texas and emergency legislation has to be passed? Fine, it can be next item up for business but right now, we're dealing with a filibuster of the 10th circuit court judicial nomination.

Besides that, I think Democrats would be very unlikely to filibuster executive nominees in an attempt to nullify organizations like the NLRB and the CFPB. Democrats tend to support good governance regardless of the party in power. I would be shocked to see them filibuster a nominee they outright state they have no objection to just because they don't want the organization they're supposed to lead to exist whatsoever.

You do know that Reid is only threaten to remove the filibuster from the "advice and consent" procedure in the Senate for approving executive appointments? The bullshiat "silent filibuster" of legislation would be be available for GOP obstructionists to initate on their way to the bar.
