Every place I've ever worked has been pretty strict about providing documentation for expenditures.

They were at least more strict than to accept "Yeah, I totally ran those ads. The newspaper only accepts cash. No receipts"

I actually feel like this is too light of a sentence for the degree of his crimes. At least he was convicted though.

What the hell? Usually on something like this you go Halliburton style and bill BS, then say woops sorry and walk away scott free. But it sounds like this guy just went in wholesale and never did anything. Poor form starwars man. You coulda skimmed 200-300K and never had anything happen. Not that you should. That is horrible, just do it right if you are gonna do it.

The newspaper advertisement requirement may come from an old state statute which agencies can't change on their own.

I have seen clippings of mandatory newspaper ads in DOT files as documentation that everything was done by the book. Does Caltrans not require physical evidence?
