After observing the the overload of the same kind of fish, eels, and octopus, it seems to have a dual purpose; spectacle and food source. it looks much like the fish or lobster tanks at large Asian markets or Seafood restaurants.
It's food jail to watch.

Yeah the fish are so crowded it borders on cruelty. And then when I saw the octupuses... well, I'm surprised that can even be legal. I seriously doubt they'll survive very long living like that.

I presume this is a seafood restaurant and market.

The vid source is YouTube: "aquarium fence" by Mustafa karakaşlı - Published on Aug 25, 2012.

No info is given there about where this is or who he is. I would guess maybe somewhere in east Asia then again the vid uploader has a Turkish name so maybe it is in Turkey.

I couldn't recognize the language of any of the brief words spoken, and I didn't see any written signs.

That's kinda what I was thinking.  Right now I can go out to the garden and pick some lettuce or basil.  In about a week I will have an abundance of beans.  Tomatoes should be ready soon after.

I would love to be able to pop out to the front yard and pick a trout and an eel for dinner.

Which means that if anyone around here built that bored neighbours/drunk people will climb the wall behind the very obvious CCTV cameras, pry off a bit of the top and use it as a toilet.

I find it a bit sad that this was the first thing I thought of.  Not ball bearings but just a chunk of concrete or whacking it with a hammer.  This isn't to say that I thought of doing it myself, I would not.  My mind just did instant calculations on the longevity of the installation.  I imagine that 99.9% of people would leave it be.  Unfortunately, it only takes one.

I prefer SiloTrees.
They deploy in less than five seconds, are easy to get a cat out of, highly frost proof and you can even deploy them only to "shrub" level.
Especially funny if you hook it up to the doorbell!
