Government pays a multinational corp $500,000,000 to build a wall.
Multinational pays a Arizona based corp, $50,000,000 to build a wall
Local Corp pays a smaller firm $5,000,000 build a wall.
Small Potato pays a Mexican Company $500,000 to build a wall.
Eventually a bunch of Mexicans are pouring concrete in the hot sun for $10/hr to build a wall to keep themselves out.

Yeah, but then again, why prevent illegals from being in the US when you can repress them as an underclass, kept in line by a fear of deportation? With that lower class you can increase the size of the middle class by modifying the definition to include a broader income range.
