This! The vast majority of people who go topless in public who you don't want to see topless, and that includes men and women, don't make it worth it for the very very small minority of people who go topless who you do want to see. Just ban it all, men and women alike.

It's not just the US anymore. Modesty is in now, even in Europe, people under 40 just aren't into taking their clothes off recreationally the way their parents were. That's why a lot of nudist camps and naturism activities don't exist anymore, the average age of the people participating in those things was north of 50, and most of them are dead or dying.

Yup, very much this.

I'm an Army Brat, and my Dad did two tours in Germany when I was growing up. In the early 80's when we were there the first time, if you went to the beach or to a pool you'd find that the women not wearing tops outnumbered the ones wearing them, and not a particular shortage of both genders not bothering with swimsuits at all (especially at the beach). Pre-pubescent kids rarely wore swimsuits at all.

Fast-forward about a decade to our second tour there in the early 90's, when I was actually old enough to appreciate it- and very, very few women at the pools were going topless, and almost all of them older (not grandparent-age, more my parents' age). None of the German girls my age seemed to consider it an option, sadly.

I spent a week in Europe on vacation last month, with most of the time in Germany. We didn't go to any pools or real beaches, but did go on a bike tour that went through Munich's English Garden that has a river you can swim in running through it- and it was a rather hot day. LOTS of hotties in skimpy bikinis swimming, which was nice- but even when we rode past the 'nudist meadow' that the guide warned us about (since there were children on the tour) where it was legal/acceptable to go sans clothing, I only saw one woman taking advantage of it- and that likely because of her boyfriend. Talking with the guide, he agreed that the 'free body' culture that had been so common in Germany up through the 80's had not been passed on to our generation and that public nudity was far in decline.
