For all the crap they have gotten from the IRS not a single thing makes me think that it is anything more than an understaffed agency doing things WAY outside of their scope.  EVERY "SCANDAL" can be explained rather well by this single, well documented fact.  How about this, chicken farkers.  Why don't you restructure the IRS to handle things properly and fund them to have the personnel appropriate to the task.  It's not like these people can't count, get them to do sizing on their workload.

But then again, a black guy is in the white house, so we can't do anything to improve the functions of government.

On May 16, two days after the inspector general released his report, Kelly and Rep. Jim Renacci (R-OH) sent a letter to Treasury Secretary Jacob Lew, asking Lew to investigate the closing of General Motors and Chrysler car dealerships in 2008 and 2009, and whether the government's Automotive Task Force used "political profiling" in making its decisions. (Rumors of this kind of thing date back to - and were debunked by - 2009.) Both Kelly and Renacci, who both owned dealerships that were closed, wrote that they "each went through the dealership closing process in our private capacities, we have concerns regarding the criteria used by both General Motors and Chrysler in the automakers' dealership wind-down."

Combination of they think if they eliminate all "waste" everything will be magically fixed, plus eliminate "liberal" programs and then switch all the lost revenue from person and business income taxes to sales tax and fees and then BAM, everything is all Jesus and like it was in the 50's.
