Well, you have to read the article first in order to learn about what the headline means. We were doing that; but hey, if you want the boobies, take it.

We do, actually, punish straight-up corruption here in the States. Ask Duke Cunningham about it.

Our real problem is the whole revolving-door lobbyist job market. Which happens to be sort of legal, sadly.

My understanding is that bribery and corruption are par for the course in Chinese government.  If that's true, then it sounds like he's really being put out for backing a losing project and embarrassing the state.
