I think they mean cases where both parents are technically custodial or where there hasn't been a clear legal ruling that only the mother has custody.

There was a law on the books in Baltimore that I think has been recently adjusted that basically said, you could collect welfare if there were men over the age of 18 living in the house.

So you only got anything if the men of the family left. It was a brilliant plan...

this is actually quite common with south american welfare programs.  most of them only give money to the mothers because they have been empirically shown to use the money better than the fathers.  (see brazil's bolsa familia)

I'd certainly like to see this combined with a program that makes it easier for men whose wives have abandoned the families to divorce and get sole custody but that's a different issue.

No, it makes sense to give it to whichever one hasn't skipped out, or to consider on a case by case basis which parent is more likely to skip out.

Let me ask you this: would you approve of always giving the money to the white parent, in the case of mixed race couples? Statistically speaking that's a better indicator than gender.
