Bunch of armchair economists here.  Remember 9/11, Starbucks jacking up prices of their water bottles to the survivors?  Was that right?

It should definitely be first-come, first-serve.  Yes, some people will be left out, but at least it's not on the basis of their wealth, and has had about as equal a chance as anyone else.
