Actually no, It's not. I used to work with a guy from brazil who said the biggest cultural adjustment he faced in moving to the US was trusting the police. Specifically our cops will get pissed if you try to bribe them, versus down south where they always demand it. There is a reason that there are do many "clinics" and herbal shops in foreign languages. Feeding distrust is big business for these communities.

So my wife's parents are from China, and I could see my mother-in-law falling victim to this. Why? The Chinese are some of the most superstitious people I've ever encountered. They're worse than baseball players.

This is similar to the responses I used to send back to the Nigerian scammers.  I used to say that I've paid a powerful occultist to put a curse on them because of all the harm they have caused innocent people and that the only way to break the curse was to give back the money they've stolen.  I went on to say that they would slowly feel increasingly tired, run down (common illnesses) and would eventually develop a deadly disease unless they took immediate action to break the curse.  I even attached pictures of a person practicing Santeria.

Did it work?  Who knows but I had fun hoping it did.

Yeah, that's what he's doing. Pointing out that some cultures are, for the most part in the 21st century, incomprehensibly unprepared and EMBARASSINGLY intellectually inept is a 'I hate the immigration' kinda thing.

In a similar vein It's why, years after the advent of the electronic calculator, many people in Russia would use an abacus, or do the math on the electronic one, then check THAT calculator with an abacus.
