I can't really make out what they're saying. But what I did hear, sounds like gibberish. I guess this is supposed to be funny.

Yes, but the words have no meaning in the sketch. To a non-English speaker, the effect is the same. Sounds with no meaning.

The few lines every non English speaking European knew when I was overseas ... "O.K.","F@ck", "A$$ Hole", and "No Problem!".

I would do this when I was a kid to relatives that were hard of hearing.  It would usually take them a minute or two of "the what in the who now?" and turning up their hearing aid before they figured out I was farking with them.  Or funnier, sometimes they would just answer me, kind of a verbal ink blot test.

I was an annoying kid.

Wow. That's... Kinda catchy. Reminds me of some J-POP and K-POP songs that are "sung" in "English". Also, Rasputin, a little bit.

The french have adapted "ok" to be a sentence closer. Hot french professor in college said "oh-qui" all the time. Now whenever I hear the word, I get the strangest boner

Had one guy tell me in Poland, whenever an American is talking at you... simply wait until they stop, smile and say "No Problem".  The American will smile back, shake your hand and walk away.  LOL

Made it about 25 seconds in. So, we're saying English sounds like music-school piano? There was no talking.

That's what it sounds like when you're losing your hearing too. You hear noises, and your brain tries to build words out of it, and you get gibberish.

Yeah, yeah, I know.

Prisecolinensinenciousol is very catchy. I sometimes play it at parties. the reaction of people who are unfamiliar with it and  who have a few drinks in them is amusing on those occasions when they actualy try to understand the words

Prisecolinensinenciousol is a little bit different.  It's specifically designed to sound kinda like some weird gibberish English to English speakers and kinda like some weird gibberish Italian to Italian speakers.

I.....I don't get it.

I could make stereotypical "ching-chong" sounds and pretend to mimic some Asian language, and it would just sound like gibberish to me and to them.

In the video, there were actual English words just used nonsensically.  The joke is in there somewhere, but maybe not as the headline led me to believe.

Got a Eurail Pass years ago and was assaulted by mendicants, who would beg first in French, then German, then English...  I would reply using Guido's bar scene lines from Star Wars IV, which IIRC is Mongolian.  I watched as they mentally parsed my words frantically looking for a language pattern.  They never could, so they always left me alone.

I came in here to say this. They weren't speaking actual gibberish; a lot of it was actual words used correctly in context.
