Only saw a few episodes but I think he was pretty by the book, except for the bad one liners.

What about Harrison Ford in Witness? He made out with an Amish chick.

I'd still take Jimmy McNulty first. In the end, he gave you the clearances. He was natural police.

Bud White/Russel Crowe should have been in the top 5, easy, along with the entire LAPD of LA Confidential.

"Maverick moment: Using the "Do ya feel lucky?" speech to taunt a killer into going for his gun and thus signing his own death warrant. The maverick moment
that began them all."

Did the author even watch Dirty Harry?  He did not kill that guy, instead leaving him alive to act as different characters in at least two other Dirty Harry movies.

Tony Giardino: And that's the other thing. You're too nice.

Police Chief: I'm too nice?

Tony Giardino: Yeah, you're too nice. Why can't you be like the Captain on "Starsky and Hutch"? You know, when you come in, and you haul me into your office, and you bawl me out because you're sick and tired of defending my screwball antics to the Commissioner? Why cant you do that?

Police Chief: Well, the truth of the matter is, I don't report to a Commissioner. I report to a committee. Some of whom are appointed, some elected, and the rest co-opted on a bi-annual basis. It's a quorum, so to speak.

Tony Giardino: A quorum?

Police Chief: Yeah.

Tony Giardino: Captain, when I joined the police force, I thought I was going to be Serpico. But instead, I'm like... Fish from Barney Miller.

Police Chief: Hey. Somebody needs a hug!

I'm glad he's near the top of the list, but the example they gave for McNulty--a prostitution sting gone too far--isn't the best example. What about conjuring a serial killer out of thin air, and then stealing the resources to chase Marlo?
