Kind of tough. The only reason they started using the word "welfare" was to try and prop up a strained Constitutional justification for having it in the first place. Switch that word out, and you risk losing more support than you gain.

That said...

TFA: The name change, of course, isn't going to solve everything. "Why in the world would we want to rename the Department of Public Welfare?" Republican state Rep. Daryl Metcalfe said before the House voted. "I think there should be a stigmatism for being on welfare.... You should not be satisfied with living off the fruit of your neighbor's labor."

Suggesting that they should mess with people's eyes for being on welfare sounds awfully harsh.

Most people who collect welfare do work, you realize? It's more of a subsidy for people who can't get 40 hours/week and/or make minimum wage. It's very rare to meet someone who just sits on their ass and folds their arms across their chest and petulantly demands that the government give them money for nothing.

"Welfare" was used to make the handouts that are public assistance more palatable. It was a euphemism to make it sound better. Now that welfare is seen as an unearned handout some are discussing changing the name to some other euphemism that sounds better. Hence TFA.
