Meh, they should require uniforms and give those who are repeating a grade special uniforms to mark them out so that teachers know that those students need extra help in passing.

Well it certainly is not like they are not spending enough money:

D.C. schools outspend nation per student

"D.C. public schools are spending more per student than any state in the nation, writing an $18,667 check for each child, to oust New York as the top spender, according to 2010 census data released Thursday.

Meanwhile, Montgomery County Public Schools outspent all of the 50 largest school districts in the nation except New York City, with a price tag of $15,582 per student."

No doubt some progressives will argue they are not spending enough.

It's not that they aren't spending enough money; it's that everything is earmarked for something; also, if they don't spend it all, they'll get penalized next year.

The Teachers' unions, esteem building and everybody gets a trophy education. A rap thug culture where becoming educated is "acting white", gangs and drugs are glamorized and women are biatches and hos. A place where the consequences of not getting an education is a lifetime of welfare checks that the are automatically 'entitled to" due to their mere existence so that it becomes a multi-generational career choice.

They clearly are not, frankly the teachers need to paid a far higher wage ti keep the job market fir that line of work competitive.

The USA spends far too little on teachers and they get lazy because they make less money than decent car salesmen at Honda or Toyota dealership.

Look at all the countries with better school systems than the USA then look at the wages they pay those teachers.

You're first sentence was working well, but you changed course too drastically to textbook racist rhetoric.  You should have worked in something where "all the legitimate work is cleaning politician's houses" or "selling pills to senators' aides" or something to make it more natural or related to the article.  5/10

Well about that:

Biggest Payday Ever For DCPS Teachers School system issues new pay raises and $45M in retroactive pay; Announces pay- for-performance system to reward and retain most effective teachers

Teachers who consistently produce results will become among the highest paid educators in the country, with a possible annual salary of more than $130,000 after nine years

Funny how some countries do better with lower paid teachers:

Link

"OECD countries now spend an average of USD 7,343 per student per year between primary and tertiary education, but this masks a broad range of expenditure across countries. Switzerland and the U.S. spend the most, with average annual outlays per student of more than USD 11,000. At the other end of the scale, Mexico and the Slovak Republic spend around USD 2,000 per student per year. The drivers of expenditure per student vary across countries: among the five countries with the highest expenditure per student, Switzerland and the United States are two of the countries with the highest teachers' salaries at secondary level of education whereas Austria, Denmark and Norway are among the countries with the lowest student to teaching staff ratio.

Spending is not necessarily a guarantee of higher quality in terms of education, though: Australia, Belgium, the Czech Republic, Finland, Japan, Korea, the Netherlands and New Zealand all have moderate expenditure on education per student at the primary and lower secondary levels but are among the countries where 15-year-olds perform strongest in key subject areas."

namegoeshere: Only SIXTY PERCENT pass ninth grade on the first try?

Wow.

I went to school in the affluent suburbs of Detroit.  So the school was basically rich white kids with helpful parents, richer Indian kids with even more helpful parents who drove them like dogs into math and science, and even the kids who had just moved out of Detroit were there because their parents were renting terrible apartments to try to get them the fark out of Detroit public schools (Some of the KIDS were total a-holes, but the parental support was there).  So great schools, no gang activity, tond of parental support, everything going for them.

I had a senior in my freshman bio class.  He was taking the class for the 4th time (after failing the first 3).  That's ok because he was one of 4 people who failed out of 28.  The most failed course at the school was Algebra 1A, the math class for people who don't do math because it took 2 years to get through algebra.  One of my teachers in Honors English had us review drafts of essays from non-Honors English, and by and large, these kids couldn't write sentences, much less paragraphs.

If that was the best we could do with everything going for the kids, I can't imagine what DC with all of their noted problems is like.

The point though is that we've replaced an army of ditchdiggers with one guy running a backhoe and a couple other guys doing some work around the edges.

And while generally this has been a positive change (lowers the cost of a ditch as well as creating a "manufacturing backhoes" industry), it really sucks if you're a ditchdigger.  Repeat for every manufacturing and brute labor sector.

/And then if it doesn't matter where the work is done (like say manufacturing), throw in the willingness of the newly open third world to chip in at 10c/day to provide the remaining bodies.

That culture already exists, so why speak of creating it? If kids don't value learning, and their parents aren't providing the proper encouragement, you can send them to school forever and hire the best teachers in the world, and it won't accomplish a thing. The problem is that these days you need a HS diploma even for most menial jobs, never mind the fact that you could train a chimp to do this shiat, and as long as that remains the case we're just going to have to keep educating the uneducatable and encouraging them to stick with it, to the detriment of non-troglodyte students.

hasty ambush: A rap thug culture where becoming educated is "acting white"

As a member of the white trash community, it seems to me that this a manifestation of a larger problem that is not limited to black students. Working class parents tend to be less than fully engaged in their kids' education; some of them may care enough to beat the shiat out of their kids for getting poor grades, but as far as helping with their algebra homework goes, good luck with that. This is partly because a lot of them spend long hours doing hard physical labor or dealing with lunatics and assholes while waiting tables or checking them out at Walmart, and they are consequently mentally and physically exhausted by the time they get home, and it's partly because a lot of them just aren't very bright. As a result, kids are basically on their own, and without guidance only the most intelligent are going to have any chance to climb off the shiatheap. Naturally when the less gifted students see someone attempting such a climb they try to pull them back down, because to do otherwise would be to admit their own inferiority. This can mean physical violence or vicious mockery, but more likely both. In the black community it may manifest as accusations of "acting white," but the emotions and consequences are in no way unusual.

I guess since children are now considered property of the state it should not be unusual for parents to be disengaged. They have be reduced to little more than sources of revenue to finance the care of the governments' children.

All through my k-12 years, I can recall only one single student who was "left back". He was an complete asshole who also just happened to be the spawn of the vice principle. I find it unfathomable that there are school systems anywhere in this country where half the students can't pass the 9th grade.

I graduated in 1974, so I'm guessing this is mostly a recent development. FWIW, grades 6-12 were spent in private schools, and all the students in all of my schools where white. There were rich and poor, smart and stupid, driven and lazy-as-hell, but there were no "cultural attitude differences" toward education because there was mostly just one culture - the one where you got your ass beat for bringing home Ds or Fs
