Paid for with city money, and city money is what's being lost (Hilton demanded the city cover losses and that it gets money back from profits before the city gets any).

That was an ill-conceived hotel from the beginning.

Why is the city in a hotel business at all? I know I've heard stories of this happening in a few other fallen cities as well in the past few years.
