Should never have changed playbooks. What worked in 2001 was Special Ops teams and money. Special ops teams directing air strikes and money to pay off the various warlords and tribal leaders who were wither sitting on the fence or even fighting for the other side.

The introduction of large conventional forces and trying to turn 7th century savages into a 21st century nation is where we went wrong. It would be cheaper just to have stuck with the original playbook. Restored the monarchy if only for appearance sake , and continue to run special ops and pay bribes. Our only concern would be to keep the Taliban out of power and Afghanistan would continue to give our special ops some real world operations to supplement their training. Heck maybe even make conducting an operation in Afghanistan part of the graduation requirement for Special Ops, Ranges and Seals
