Depends on whether you think they're providing value commensurate with the pay they're receiving. TFA seems to imply that their pay dropped because they haven't been doing that these past few years.

Now, some may think that any pay a banker would receive is a poor value because they feel the entire job is just rent-seeking, but that's a separate issue altogether.

If you're really going to impose the death penalty for the crime of having more, then it's probably best to keep the machines tuned up. Otherwise you have to deal all the rigamarole of buying new blades, getting them into the machines (which I'd imagine requires at least partial disassembly), and so forth. That gums up the works, which you'll want to be running as smoothly as possible, so you'll need to minimize the incidences. That means keeping the machines well-maintained.

Besides, what's a rusty blade going to do? Give a dead person tetanus? They won't mind, but you'd turn the corpse into a health hazard. Totally not worth it.
