Does not seem to care if a Governor orders it just because he wants to, only covers whether federal facilities in the state must follow the order.

Besides, even if it is an actual violation of this section I am not certain there are any penalties for it. The chapter is filled with "should"s instead of "shall"s.

It's a little bit of all those things.  If someone was very influencial in people's lives, whether it be entertainment, politics, science, exploration, etc...  We all know it's somewhat subjective.  But if they made an impact in people's lives, they can be honored with the half-staffed flag.

There are no specific rules that govern it.  It's simply a matter of respect and honor.  And if you object to it, so what.  It's not like it's a huge waste of taxpayer money like most of the other shiat the gov't does.

There are no penalties for violation of the flag code.

Assuming The Boss lives to a ripe old age, most of his fans will probably already be dead, so...probably not too much. For those that are still alive...maybe they'll dedicate a memorial wheelchair entry ramp at a hospital or announce a two for one early bird special at Sizzler? I dunno.

I work right across from a state building; they did do this for Whitney Houston, plus god-knows-who-all; that flag is at half staff two days a week, on the average. I've gotten to the point where I just assume New Jersey mourns Mondays and Thursdays on principle.If somebody dies that week, so much the better reason.
