Back in the 1950s-60s a UFO desk was an logical anti-Soviet program. If the Russkies were sneaking around with bizarre new toys to slip in agents or direct spying it's a concern. These days the enemy isn't a nation state, it's an idea.

And I guess Iran. Really more of a nuisance, no one is really to worried that any of their expats are really working for the Iranian government. Or at least not that hard. I mean, last Iranian national I met was at an Atheist meetup.
