OK, I'm obviously missing something here. Isn't one of the characteristics of balloons, in fact one of the most defining characteristics, that they kind of blow away in the wind? Won't they end up half way around the work and not actually stay where they're supposed to?

Project Loon is a lazy lazy name for this project. That being said, this is pretty awesome.

Raven is the company that has made all the Macy's Thanksgiving Day Parade balloons for years and years.  They should make these in the shape of cartoon characters as product placement.
