You know, that could be a clever way to smuggle drugs across the border.  Get one of those weather balloons, strap on a cooler filled with drugs and a GPS beacon, let it go when the wind is heading the general direction you want, and have your guys on the other side with a tracker for the beacon to pick it up.

Before DotA destroyed everything, Warcraft 3 had some great custom maps for that had a variety of gameplay styles.
"Tower Defense" was one of the more popular "genres", and I remember playing a specific map that I still remember to this day:
It was called "Block the Mexicans!" I think.
The left part of the map represented the US and the Mexicans would pour in from the right.
Unlike many custom maps, the creator went through the effort of renaming the units to give them a "Mexican immigrant" theme.

Alas, I learned that Mexicans are a crafty people and I lost when they started using aerial units.
If only I had these balloon towers...

Border patrol agents get a $1500 stipend for uniforms.  Even if not an annual expenditure that is still a $60,000,000!  Sure, it is not a lot compared to $30 billion, but still a pretty hefty expenditure.  If it is an annual expenditure then that will start to add up really quickly.

I can drive up the mountains and look down upon the aerostat. They don't go up that high, they are looking for low-flying aircraft.

From other articles on the topic, the $30 billion is just to increase personnel by approximately 20,000 border patrol agents for a period of 10 years. $3B/20,000/10years = $150,000/year per person...I'm sure that won't be the average salary - they're presumably figuring in overhead, training, benefits, equipment, etc.
