Has it always been this way in the UK, or did residential property pass from private to public ownership at some point? Is this a vestige of feudalism and serfs not being allowed to own land?

TheGreatGazoo: meanmutton: We looked into getting a playhouse for my daughter for her fourth birthday. Unlike these folks, we were going to actually put it on our own property. Unfortunately, we have the unholy combination of overzealous building codes and a HOA.Apparently, the playhouse we wanted to get for my daughter is considered a shed. As such, I need to pull permits from the township and have a professionally poured cement foundation placed for it. I'd need at least two inspections (not sure if there were fees for those). That would satisfy the township.
